Headwaters RC&D is an independent, nonprofit 501(c)(3), nonpartisan group.  Headwaters RC&D Area, Inc. provides technical assistance for natural resource, community development and economic development projects and programs.  Its mission is to improve the economic and social well-being of the region through conservation, development, and proper use of natural and human resources.

The Headwaters RC&D/EDD region straddles the Great Continental Divide and is home to the headwaters of both the mighty Missouri River and the Clark Fork of the Columbia River. This eight-county area has an abundance of clean air, natural beauty, and good water. It is rich in mineral and agricultural resources and the economy of the area is dependent on the health of the natural resource industries.

This historically unique region of our nation has 17,486.1 square miles or 11,559,109 acres. With an area larger than eight individual eastern seaboard states and Hawaii, these eight counties contain a population of approximately 80,000 residents.

To meet the needs of the people and achieve the objectives and goals of the Area Plan/Comprehensive Economic Development Strategy, a community or group approach in solving cultural, social and economic problems is encouraged.
